The Government of the Netherlands has decided to cut down on consular services worldwide and lengthen the validity of passports to ten years.
Consular services have already closed in parts of Europe, Australia and Asia. The Government is also closing down these services on several locations in the United States, leaving four locations available: Washington DC, New York, Miami and San Francisco.
The Houston Consulate is not handling renewal of passports.
If you travel to The Netherlands, It is possible to apply for a passport/renewal at Schiphol airport, information can be found on website www.rsonac.org, or go tohttps://haarlemmermeergemeente.nl/taak/gemeentebalie-schiphol
If you only need a passport as proof of citizenship and you don’t need to travel, I would like to point out the possibility to apply for a statement of Dutch citizenship, and I refer you to the website. http://www.rsonac.org/other-services/1—statements/statement-of-nationality-dutch-citizenship
